When I try to connect to a PC that has shared resources, I get the "Could not access the computer" message.

There could be a number of reasons. Firstly, the computer you were trying to access could be behind a firewall or blocked NetBIOS access altogether. Secondly, your ISP could be blocking NetBIOS traffic. Thirdly, make sure that "Client for MS Networks" is still bound to your network adapter.
